Membership in the BioPAX working group is open to all interested parties. (We'll change this policy if it leads to problems.)
How decisions are made
Decisions are made by consensus at telephone conferences and face-to-face meetings. Decisions are made by those attending, with proxies allowed. (We'll change this policy if it leads to problems.) There are no votes and no quorum.
Consensus is essentially unanimity but implies a commitment on everyone's part to respond to issues and iterate until agreement is reached.
For reasons of efficiency, the group may give limited decision-making ability to committees and individuals (see Committees and Delegation Policy).
Conduct of meetings
Meetings must be announced with adequate lead time.
As a matter of courtesy, any important issues must be listed on a meeting's agenda ahead of time so that members have an opportunity to participate in decisions around issues that they care about. For example, based the agenda's mention of a topic that they care about, someone might decide to attend a meeting that they otherwise would have skipped, or to designate a proxy for a meeting.
Decisions made at meetings must be recorded in the wiki or other approved forum.
As of 2005-09-23, the BioPAX working group is not incorporated and has no by-laws. Should the group ever incorporate, its by-laws will have priority over anything written in the wiki.
